Wash and peel the potatoes. Cut them into medium-thick, long pieces.
Boil water in a saucepan. Add salt. Once the water comes to a boil, add the potatoes.
Boil for about 4-5 minutes. Remove and strain out the water. Let the potatoes cool.
In a mixing bowl, combine refined flour, rice flour and water and make a thick batter.
Coat the potatoes in this batter and fry them on medium-hot oil. Keep them aside.
In a big pan, heat oil
Add chopped garlic. Fry till they change colour.
Add chillies, followed by sliced capsicum and spring onion greens. Fry on high heat.
Add soy sauce, tomato ketchup, black pepper sauce and green chilli sauce. Mix well.
In a small bowl, combine water and cornflour and mix well. Add this to the pan.
Add salt and sugar.
Add the fried potatoes. Mix well.
Garnish with chopped spring onions and serve.
